    Parameters Behind This Rank List

    Most “best SEO agency” articles never explain their ranking. That is why most of them are worthless. Here is ours, in full.

    Inclusion criteria. An agency had to meet all five to appear:

    • US headquarters. A verifiable street address in the United States on its Clutch profile.
    • At least 30 verified Clutch reviews. Below 30, an average rating is noise. One unhappy client moves a 12-review score by half a star.
    • A rating of 4.5 or higher out of 5 on Clutch.
    • SEO as a primary service line, not a bullet point under a broader marketing offer.
    • Five or more years of operation, with a founding year verified on the company’s own site or its Clutch profile.

    Ranking order. Agencies are ordered by verified Clutch review count, highest first, among those clearing the 4.5 rating floor.

    That is a deliberate choice. Review volume measures how much independently collected evidence exists about an agency. It is the only quality signal on this page that we did not generate ourselves.

    A 4.9 built on 450 reviews tells you far more than a 5.0 built on nine.

    What this ranking is not. It is not a measure of results quality. An agency further down this list may be better for you than one at the top.

    Review volume correlates with agency size and with how long a firm has been asking clients for reviews. Both are real biases. Read the “Best For” column before you read the numbers.

    Why Clutch? Clutch verifies reviews by contacting the reviewer directly. It also publishes review counts, firm size and locations in a consistent format on every profile.

    We used one source deliberately. Mixing platforms would let the ranking be tuned by picking whichever site flatters a given agency.

    What we deliberately ignored. Clutch sells sponsorship, and sponsored firms appear above non-sponsors in its directory listings across nine paid tiers.

    So a company’s position in Clutch’s own directory is partly a commercial signal, and we have not used it anywhere in this ranking. We use only the per-profile figures that sponsorship does not affect: the verified review count and the rating.

    Why does the table carry only slow-moving facts? An agency can change its rate card or add a new service line overnight. A comparison table built on those turns stale within weeks, and a stale table is worse than no table.

    So the columns are limited to things that barely move: founding year, headquarters, team-size band and verified review count.

    Service availability is absent for the same reason. Each agency’s current service menu is described in its own entry below, where it is easier to keep honest than a Yes or No in a grid.

    What Separates These Ten Agencies

    Two things split this list, and neither is the marketing copy.

    Era. Three firms here predate 2000: WebFX (1995), Straight North (1997) and SEO Inc (1997). They have worked through every major Google update since. Intero Digital dates to 2003 and Titan Growth to 2004.

    The rest were founded between 2006 and 2013. They were built after Panda and Penguin, which shaped how the category thinks about content and links.

    Neither era is better. Older firms have survived more, newer ones carry less legacy processes.

    Scale. Three agencies sit in Clutch’s 250 to 999 staff band: WebFX, SmartSites and Ignite Visibility. Five sit at 50 to 249. Two, SEO Brand and SEO Inc, sit at 10 to 49.

    That band is the single most useful number for predicting your experience. At the top of the range you get specialists, defined processes and an account team. At the bottom you get the senior people directly, with less capacity behind them.

    That gap reflects headcount and how long each firm has been collecting reviews, not a fourteen-fold difference in quality. Read the size band alongside the rank.

    How to Choose an SEO Agency in the USA

    The comparison above narrows the field. These five checks decide it.

    Insist on seeing the reporting before you sign. Ask for a live anonymised client dashboard, not a PDF sample.

    An agency that reports on positions and impressions but cannot connect the work to leads or revenue is measuring its own effort, not your outcome.

    Check the review count as well as the score. A 5.0 across nine reviews is not better than a 4.8 across 175.

    Open the actual reviews on Clutch and read the project sizes. If every review describes a $5,000 project and you are buying a $200,000 programme, the evidence does not apply to you.

    Ask who does the work. In agencies above roughly 200 people, the strategist who runs the pitch is rarely the person on your account.

    Ask for the named delivery team, their tenure, and how many other accounts they hold. This is the most common gap between what is sold and what is delivered.

    Treat guaranteed rankings as disqualifying. No agency controls Google’s index.

    An agency promising a specific position on a specific timeline is either misunderstanding the mechanism or misrepresenting it. Neither is a partner you want.
